The Regulator welcomes Duke professor Deondra Rose, who will discuss her new book, Citizens By Degree: Higher Education Policy and the Changing Gender Dynamics of American Citizenship, in conversation with Durham Mayor Steve Schewel. Citizens By Degree examines the development of landmark federal higher education policies — specifically the National Defense Education Act, the Higher Education Act, and Title IX — and the impact that they have had on the progress that American women have made since the 1960s. By significantly expanding women’s access to college, these policies helped to pave the way for women to surpass men as the recipients of bachelor’s degrees, while also empowering them to become more economically independent, socially integrated, politically engaged members of the American citizenry.
